In his Friday Sermon of 06 August 2021~26 Dhul-Hijjah 1442 AH Imam- Jamaat Ul Sahih Al Islam International Hazrat Khalifatullah Al Mahdi Munir A. Azim (aba) of Mauritius unveiled the administrative structure and electoral processes of the expanding Divine mission for the benefit and guidance of all its members living in different countries, Alhamdulillah, Summa Alhamdulillah. Keeping in mind the needs of functional efficiency and systemic flow, Hazrat Khalifatullah (aba) spoke comprehensively in this discourse about the rules and regulations applicable to various office-bearers and their respective duties: from branches in village communities down to the officers in the Central Committee (Majlis-e-Amila).

'....Now as time is flying fast, I am going to explain briefly to you all about the duties and powers of the office bearers at the National Headquarters.
Duties of National Amir & National Sadr Siraj Makin:
1. An Amir shall supervise all the affairs of the whole Jamaat and as
for the Sadr of Siraj Makin, she is to supervise the affairs of all the Siraj
Makin - at National Level.
2. When I give the duties and powers of office bearers [I say this
for both the Amir Sahib and Sadr Sahiba], try to understand me, the Amir Sahib
or the Sadr Sahiba shall be both responsible to carry out successfully all the
programs of the Jamaat.
3. The explanation and interpretation of all the rules and
regulations of the Jamaat shall rest with the Amir and Sadr Siraj Makin and
their decision in this respect shall be final and binding.
4. The Amir [of the Jamaat] and Sadr Siraj Makin [women] shall
preside over their respective meetings of the National Majlis-e-Amila. In the
absence of the Amir, or in the absence of the Sadr Sahiba, the Naib Amir or
Naib Sadr Siraj Makin shall preside over the meeting. All the accounts of Siraj
Makin shall be operated by the Sadr Sahiba along with the Finance Secretary.
They shall deposit the Siraj Makin’s funds with the National Amir and National
Finance Secretary, and when there are some functions for the Siraj Makin, the
National Amir together with the National Finance Secretary shall make payments
to the National Sadr Siraj Makin on their demand. In case if the Amir, Naib
Amir, Sadr and Naib Sadr of Siraj Makin are all leaving the state or country,
the National Amir and National Sadr Siraj Makin have the power to appoint an
officiating Amir or Sadr temporarily.
Duties of National Naib Amir & National Naib Sadr Siraj Makin:
1. While the Amir or Sadr Siraj Makin is on leave the Naib Amir or
Naib Sadr shall perform all his or her duties.
2. The Naib Amir and Naib Sadr Siraj Makin shall fully assist the
Amir or Sadr Siraj Makin.
3. The Naib Amir or Naib Sadr shall not be authorized to cancel or
alter any order of the Amir or Sadr when he or she is officiating on the Amir
or Sadr’s behalf.
4. The Naib Amir or Naib Sadr Sahiba shall also be a secretary of some department. So, as the Khalifatullah, I nominate the Naib Amir as the National Education [Taalim] Secretary, and for the Siraj Makin’s Taalim Secretary, I nominate the Naib Sadr. I [the Khalifatullah] should get the reports of the education of the members [ladies and girls] which are sent to the Sadr Sahiba in your countries as well as to the International Sadr Sahiba and Naib Sadr. This is for the ladies’ section. As for the men, reports should reach me, and your National Amir.
Duties of the General Secretary:
1. The General Secretary [Men’s side and Women’s side] shall carry
out all correspondences with various branches in the country or state under the
guidance of the Amir or Sadr Sahiba Siraj Makin.
2. It shall be the duty of the General Secretary to keep a record of
the proceeding of the Majlis-e-Amila and to inform the concerned members and
the concerned branches about those decisions which concern them.
3. The General Secretary shall also report about his or her work to
the Amir or Sadr Sahiba (of his or her country) every month.
Duties of the Assistant General Secretary:
1. It shall be the duty of the Assistant (Naib) General Secretary to cooperate fully with the General
Secretary and to perform all the latter’s duties during his or her absence.
This does not mean that the General Secretary can always be absent from the
Amila. If the absence is thrice, then it is the duty of the Amir or Sadr Sahiba
Siraj Makin to send me a report on the matter.
2. The Assistant General Secretary shall not have the authority to
cancel or alter any order issued by the General Secretary while officiating on
his or her behalf.
Duties of the Finance [Maal] Secretary:
1. The Maal Secretary shall
try to maintain the financial stability of Jamaat Ul Sahih Al Islam, and the
same applies for the Siraj Makin’s finance.
2. He or She shall make an assessment of the budget of the Jamaat
activities or that of the Siraj Makin at the beginning of each year.
3. He or She shall be responsible for organising the collection of
money sacrifice in the path of Allah.
4. He or She shall present to the Amir or Sadr the names of those
members which are defaulters in the payment for Deen work.
5. It shall be the duty of the Maal
Secretary to organise the assessment of the annual budget and keep their
records in the office.
6. The Maal Secretary shall present the statement of income and expenditure before the Majlis-e-Amila each month. In the case of the Siraj Makin, the General Secretary and Amir Sahib must give a copy of the statement of income to the Sadr and Finance Secretary.
Duties of the Spiritual Learning & Training (Tarbiyyat) Secretary:
1. He or She shall constantly try to inculcate Islamic morals in the
members of Jamaat Ul Sahih Al Islam.
2. He or She shall take the necessary steps for reforming such
members of Jamaat Ul Sahih Al Islam, men or ladies, who are lacking in
spiritual and moral training.
3. He or She shall take necessary measures to eradicate unislamic practice and unhealthy customs which may find their way into the Jamaat, be it among the men or ladies. And for ladies, the Tarbiyyat Secretary shall try to promote observance of Purdah amongst Jamaat ladies and take notice of any tendency against it, and take necessary means so that such tendencies do not take root amongst members in the Jamaat Ul Sahih Al Islam.
Duties of the Education (Taalim) Secretary:
1. It shall be the duty of the Taalim
Secretary to take the necessary measures to spread Islamic teaching among men
[or ladies].
2. He or She shall organise the education of illiterate men or women
in the Jamaat so that each men or women can read and write.
3. He or She shall organise, in branches:
1) The teaching of the Holy Quran & Commentary of the Al-Azim
Tafsir’ul Quran.
2) The memorization of Salat
(Prayer) along with its translation together with attributes of Allah, Rabbanas
Duas, other duas as well as the Janaza Prayer.
3) The reading of the Sayings (Hadiths)
and Practice (Sunnah) of the Holy
Prophet (pbuh), the sayings of the Promised Messiah Hazrat Mirza Ghulam Ahmad
(as) as well as the books of the Khalifatullah of this era, and to make a
Summary of the Friday Sermons of the Khalifatullah in their mother tongue [and
send it to all the members in your country – villages and towns].
4) He or She shall make arrangements for conducting examinations for the men or women of the Jamaat Ul Sahih Al Islam.
Duties of the Preaching (Tabligh) Secretary:
It should be the duty of the Tabligh Secretary to promote [I have done a lot of Khutbas on this subject] Dai-Illallah programs; and implicate the maximum number of men and women in the fundamental responsibilities of every member [i.e. every disciple of mine] in Jamaat Ul Sahih Al Islam. In this capacity, He or She should monitor the anti-Jamaat Ul Sahih Al Islam campaigns, and try to effectively deal with them by providing adequate divine messages, our books, our Friday Sermons in your own languages if they don’t know English or French, be in contact with our Jamaat blog and our website, books written by the Khalifatullah, and more particularly the sermons on the attributes of Allah, backbiting, jealousy, hatred, the spread of the unicity of Allah, the teachings of our Beloved Prophet Hazrat Muhammad (pbuh), as well as those [teachings] of the Promised Messiah Hazrat Mirza Ghulam Ahmad (as) and the Khalifatullah of this age.
So I pray that all the Tabligh secretaries, and I [also] pray for all Vice-Tabligh Secretaries. I know that it is a noble work, it is not easy - “Sabr karo, Waqt Aane Do”. Be patient; the time will come. Don’t lose courage when you are doing tabligh. You must expect [all these difficulties] when you do tabligh because in the past, in the Ahmadiyya Jamaat I was also one of the Secretaries of tabligh [Branch & Central] and then I became step-by-step, a local missionary, and full-fledged missionary.
This is for the mundane [work system], chosen by man and then when Allah was happy with me and raised me, at that time those who were listening to [and knew] about my words of tabligh in the outer Islands invite me in all the branches of Mauritius, in the mosques - the mosques are full with the people [from the Ahmadiyya Jamaat] to listen to this humble self talk about my tabligh/ dawa, [about] how the Jamaat Ahmadiyya has been established in Reunion Island, in Mayotte, in Seychelles, and in other countries. Now, when Allah the Creator has raised me as the Khalifatullah, as the Muhyiuddin, and gave me the divine revelations, all these people say I have now become mad and crazy. Before that I am a truthful one who made big works – tabligh works – in the Jamaat and brought lost souls in the Jamaat Ahmadiyya. I have the letter – it is in the website also, and if it is not in the website, I can put it [all these letters] on the website.
Now when Allah has raised this humble self as a Reviver of faith and who is giving [you all] these revelations, they call them so-called revelations! But who are you to judge that [these] revelation/s which Allah sent [upon] me? Before that I was a very good man, I worked very hard. When I arrived in Mauritius after so many months working in the outer islands, big programmes [are organised] in the mosques. Many Ahmadis [come in great number] – the mosque is full – to listen to me, [and they used to say] Naare takbeer: Allahu Akbar, Islam: Zindabad, Ahmadiyyat: Zindabad. Now when Allah has raised this humble self [I have become – in their eyes] a fool, a mad man - I have become a crazy man – Bimaari, Khatarnaak [sick and dangerous] and that I take medicine. You know what kind of medicine I take? The spiritual medicine! I can give you the prescription. I can give you this spiritual treasure. You also you will get this revelation – divine revelation, and divine inspiration. This must happen for all the prophets who have come, and I am happy because my Aka [Master] my beloved prophet, the Seal of all prophets, my beloved master Hazrat Muhammad (pbuh) also went through the same [ordeals/ trials/ persecutions/ heard the same taunts].
Before he got revelations and Allah raised him as a prophet, all [the people] in Mecca said that he was: Al-Ameen - a truthful person. Then when he said that Allah has raised me and gave me revelation that you must pray only One God, immediately those people had said to Hazrat Muhammad (pbuh) - the truthful one - that he had become a liar. They said that “He is a liar, he has become mad”. History must repeat itself and in this era the history of Hazrat Muhammad Mustafa (pbuh) must be repeated and all my secretaries of tabligh [tabligh secretaries] men side and women side, you must be very lucky to be the secretaries of tabligh and I also know that there are some Amirs who travel for long distance to make tabligh, to make dawa and they send me the reports. I got their reports. I have a lot of work; even I have not replied to them but don’t think that I will not reply to them. Don’t be sad; don’t worry, be happy. I have received your report, your message but if you knew how the Khalifatullah has a lot of works! I have not come only for one people, one nation. I have come for all the people, for all the nations and you are all my disciples. You will work hard together with me. You will accompany me to spread the message of the Unicity of Allah. This is the result: to “Arise and create a new world.” The world has come into darkness.
So, I pray that all the Tabligh secretaries and Dai-Illallah [i.e. Inviters to Allah]… – this is a great work, to invite people to Allah, but first of all, all the tabligh secretaries, before inviting other people to Allah, you must be a model, a perfect man like our beloved prophet Hazrat Muhammad (pbuh).The best and most perfect model is our beloved prophet Hazrat Muhammad (pbuh). And you must be like true secretaries of tabligh. Do your work well, be polite, be good, do good and always establish goodness [good work] in your home, around your home, in your family, in the Jamaat and then come outside. Then your tabligh will be fruitful; will bring a lot of success. And Obey Allah and His Prophet. This is very important. Wati’ullah Wati’ur-Rasul - Obey Allah and His Prophet, obey His Chosen One. The Chosen One has come with the Holy Spirit (with the Ruh’il Quddus). So all my dear secretaries of tabligh, men and women; all Dai-Illallah - I have made a lot of sermons on: Dai-Illallah. So read this! Try to find all these Khutbas, compile all these and translate in your own languages so that you can know them. Don’t say that: No, I will make tabligh I am the secretary of tabligh, ok it’s enough. Encourage the others to come in the front to become a Dai-Illallah and you are the secretaries of tabligh and on this occasion - it’s coming to me now, that Allah puts this now in my mind that we must create a fund, tabligh fund for all our Dai-Illallah and secretaries of tabligh and this fund must be spent for all those who are going to make tabligh in all places because I know, in many countries where our Jamaat has been established, my disciples are very poor, and the secretaries of tabligh have the right to ask the Amir Sahib and the Maal [Finance] Secretary that you will go for tabligh and the Dai-Illallah will accompany you and you [the Amir] must give him the money to spend on his travelling, to move from one place to another. This is not the words of Munir but the words of Allah. You are very lucky as this is the first Jummah in the month of August and the last Jummah of the the month of Islamic calendar [1442 Hijri].
So, I pray that all the
secretaries of tabligh and the Dai-Illallah
bring thousands of lost souls in the fold of Islam, Sahih al Islam. Insha Allah, Ameen.
Duties of the Feast & Catering (Ziafat) Secretary:
The Ziafat Secretary [Men’s Side as well as Women’s side] shall be responsible for catering arrangements at functions (e.g. Jalsa Salana, Ijtema, Study Circles, Dawa Academy, etc.) which are held under Jamaat functions [or Siraj Makin functions].
Duties of the Internal / General Affairs (Amoor-e-Ama) Secretary:
The duty of the Amoor-e-Ama Secretary is to look for all
the problems and internal affairs of the Jamaat, especially concerning marital
problems or the marriage of our young girls and boys of the age of marriage and
to try to resolve all the problems with fairness, justice and Taqwa. Reports should be sent to the
Amir Jamaat or Sadr [for men and women respectively] as well as to the
Khalifatullah. And also to see to it that all marriages or engagements taking place
are according to the Islamic precepts [i.e. according to the Islamic laws]. If
those events are not done in the context of Islam, this should be reported to
the Amir or Sadr and finally to me [the Khalifatullah] as well.
Duties of the Auditor:
[And finally the duties of the Auditor] He or She should check the accounts of the Jamaat diligently and with Taqwa and report any misgiving and suggest ways to improve the accounting of the financial books of the Jamaat. He or She should ensure that every financial statement is in order and that the Jamaat’s finance is being well managed and accounted for in the Islamic way while respecting the laws of the country...'....
