Keeping in mind the needs of functional efficiency and systemic flow, the instructions and guidance of Hazrat Khalifatullah (aba) and related works in the Jamaat are to be coordinated, implemented and reported by the officials concerned at various levels- for both men and women. In this discourse, Hazrat Saheb (aba) underscores the significance of foundational Islamic values in the working of the Jamaat system: personal responsibility and commitment; transparency in decision-making; fostering of diversity or the spirit of inclusion and solidarity across classes and families; cultivating mutual respect, empathy and understanding among members, etc. In prescribing procedural safeguards to encourage wider participation in Jamaat system and insisting on Taqwah among officials, Hazrat Khalifatullah (aba) lays a solid foundation for an alternative universality- keeping in view the Divine-mandate to strive for a just order in all our circles.

Assalamoualaikum Warahmatullah Wabarakaatuhu to all my disciples and Muslim brothers, sisters and children (May the Peace, Grace and Blessings of Allah be upon you all). Today is Friday 06 August 2021 – the first Friday Sermon in the month of August of this year 2021, and the last one of the Hijri Calendar, as today is the 26 Dhul-Hijjah 1442. Next week we will, Insha-Allah Ta’ala Al-Aziz, be in the new Hijri month of Muharram and of the Year 1443. So, I wish you all a NAYA SAAL MUBARAK in advance and pray that the forthcoming year brings in new hope and grace and blessings for the Ummah of our beloved prophet Hazrat Muhammad (May the Peace, Grace and Blessings of Allah be upon him), the blessings for all the worlds and for all times.
Rules & Regulations of the Jamaat Ul Sahih Al Islam
So today, by the grace of Allah (swt) and His [Divine] Instructions, all the countries where the Jamaat Ul Sahih Al Islam has been established and registered officially, there is the Central Majlis-e-Amila, Branch Presidents and Central Majlis-e-Amila Siraj Makin and their Branch Presidents. By the divine instructions, all these organisations, all over the world, will be accountable to this humble self (i.e. the Khalifatullah of this era) and will invariably obtain instructions directly from me.
In the light of the divine instructions, whatever changes were necessary to be made in the Dastur-e-Assasi (constitution) of the Central Amila of the Jamaat Ul Sahih Al Islam for the men [Sahib al Faraj] as well as for the ladies [Siraj Makin]) will be made, Insha-Allah Ta’ala Al-Aziz, under the guidance of Allah and His Khalifatullah of this era.
The National Amila, i.e. the
National Majlis-e-Amila of all the countries should adopt this Dastur-e-Assasi (constitution) immediately
by passing a resolution and later on, it should be adopted by the National
Shura of the Majlis-e-Amila and also Shura for the National Shura of the Siraj
Makin. In the National Shura ALL
the office bearers MUST be
present. No “Huis Clos”! [i.e. Behind Closed Doors, in secret].
An Amila cannot be done with only three or four persons when there are other
secretaries who have been elected, and appointed [by this humble self, the
Khalifatullah]. This is the divine instructions. This is not the words of Munir
Ahmad Azim. It is the divine instructions – because all office bearers have
been elected, and appointed after this humble self have prayed [to Allah]. So,
you are very lucky in this era that you are in the Jamaat of Allah (twt) where
there is the Prophet of Allah, the Khalifatullah.
So, I repeat this again to all the Amir Jamaat, to all the Sadr Siraj Makin around the world, all the office bearers MUST be present in the Amila. In other words, all the office bearers of the National Amila and the Branch Presidents and their secretaries [i.e. both for the National Amila as well as for the branch meetings – in the towns and villages] should also be present when it is held. If there is someone who is absent in the Amila, they must present a letter and explain for what reason they could not attend and send it to me [the Khalifatullah], and also give this letter to the [National] Sadr Sahiba/ Amir Jamaat and to the International Sadr Sahiba and Naib Sadr Sahiba [for the ladies - Siraj Makin]. If I give approval, it should be because of a valid reason, and therefore there is no problem. If an office bearer is absent from the Majlis-e-Amila for two consecutive meetings [Amila meetings], [for the men] the Amir Sahib or Naib Amir Sahib or [for the ladies] the Sadr Sahiba and Naib Sadr Sahiba should [must] send me a report immediately by mail or message.
The National Majlis-e-Amila (for both the men and the women] is very important because you have been approved, not by this humble self, but by Allah (swt) and all the reports must be sent to me, and for the Siraj Makin, the reports are to be sent to me as well as to the International Sadr Sahiba, the International Naib Sadr Sahiba and the International Secretary of the Siraj Makin.
See how the Amila meeting is very important – the Central Amila meeting, Branch Amila meeting. In a Community, in a Jamaat the central meeting, i.e. the Majlis-e-Amila meeting is the heart. It is the heart of the Jamaat. Like your body [the human body], Allah has given you a heart. The heart in your body is very important. If your body is sick, you will suffer in all parts of your body, all of your body will be sick. If your heart has become black, it will reflect on your face and in your actions. If your heart is clean, and there is Taqwa [Fear of Allah] in your heart, this shall also reflect on you. But for a Jamaat, especially the Jamaat Ul Sahih Al Islam, the Majlis-e-Amila – Central and Branch – for men and women is very important, it is the heart of the Jamaat! The Majlis-e-Amila – Central and Branch – for men and women is very important and the secretaries MUST be present in the Amila. If your heart is not working, you cannot do anything. If you have a disease in your heart [heart disease], so you cannot do any work. So the Majlis-e-Amila [for both the men and the women] is the heart of the Jamaat – Jamaat Ul Sahih Al Islam!
We cannot sit with two or three people and the other secretaries [for both men side and women side] who have been appointed and elected [are absent] – and before appointing them [as well as their assistant – the assistant secretaries, this humble self has made a lot of duahs [prayers].
Bear in mind that no one [no
human] has reported this to me. If you believe in me, if you believe in divine
instructions, you will believe in the divine revelations that Allah reveals to
this humble self. Allah has revealed to this humble self many things. Later on,
in the future I will come on this subject of my Friday Sermons [Khutba Jummah].
Insha-Allah Ta’ala Al-Aziz.
Don’t put this in your head that perhaps someone has sent me some messages. Yes, SOMEONE, my RAB! My Rab is with me. I don’t want to have any message from any human being. I want only Allah (twt) to reveal to me, to this humble self because it is only Allah (twt) Who has chosen me in this era as His Khalifatullah. You believe or not to believe, this is your problem! And if Allah has revealed to His Khalifatullah to appoint these secretaries, to appoint an Amir, a Naib Amir, a Sadr, a Naib Sadr, a General Secretary, an Assistant General Secretary, a Secretary of Finance, an Assistant Secretary of Finance, a Secretary of Tabligh, an Assistant Secretary of Tabligh [to make people become Dai-Illallah], Secretary of Taalim [Education], Secretary of Tarbiyyat… all these secretaries etc. Why then all is not present in the Amila? I don’t that they are found in big big countries and they must travel very far – I know that – but you have to fix, even after one month or two months to come to the Markaz [Headquarters] of the Jamaat, all of you – and stay [at least for] even for two days and all the office bearers meet together in the Amila along with the Amir Sahib, Naib Amir and General Secretary, Assistant General Secretary and all office bearers [and for the Siraj Makin also!]. All must be present because you have been elected and appointed by Allah’s Khalifa [Khalifatullah]. I am praying [have prayed] to Allah (twt). By the grace of Allah (twt), He has appointed you.
Now, if some tries to put this in his or her mind to resign, he [or she] sends me a letter. In the court of Allah, there are many people. You can leave, yes… you will not be able to do the work? Allah has appointed you? But put this in mind that Allah (twt) will replace you with another people [from other countries/ places], the seekers of truth and many lost souls [i.e. who will believe and come] in the Jamaat Ul Sahih Al Islam. You must be happy that in this era there is a Messenger of Allah who is guided by the Ruh’il Quddus [Holy Spirit], who is guided by Allah (twt). And also, this is my humble request to all of you, [bear in mind that] you have been elected and it is Allah and His Khalifatullah Who have appointed you to do the works of the Jamaat.
So you must feel [be] very
lucky to do the works of Deen-e-Islam,
the works of Jamaat Ul Sahih Al Islam. This is very very important.
If an amendment is considered necessary in this Dastur-e-Assasi (constitution), the matter may be submitted to the Khalifatullah along with the necessary explanation and full justification for the proposed amendment. Insha-Allah Ta’ala Al-Aziz, in the light of duah, Allah may further guide us in the best recourse for the overall wellbeing of the Silsila Aliya Sahih al Islam, i.e. the Jamaat Ul Sahih Al Islam Worldwide. How lucky you are! All my disciples around the world must feel very fortunate/ lucky/ happy that Allah (swt) is bestowing upon this humble self divine revelations everyday for the progress of Islam, to revive the true teachings of Islam which have been trampled to dust by the people, with a lot of [many] innovations etc.
So, in this era, Allah (twt) has chosen this humble self, and raised me with the Ruh’il Quddus (Holy Spirit) to make all believers awake to the call of the Sahih al Islam. So, in this era, the time has come to: Arise and Create a New World, a spiritual world. The Jamaat Ul Sahih Al Islam does not mean any special sect, or group of people.
If this is happening in the Jamaat Ul Sahih Al Islam – in some countries where my disciples are making some groups, so Allah will reveal to me and I tell you frankly, the warning which will come from Allah for them will be very very worst. So, be careful. You are in the Jamaat Ul Sahih Al Islam.
The Jamaat Ul Sahih Al Islam does not mean any special sect, or group of people. It includes all classes of people, high or low, rich or poor.
Therefore, it is necessary that there should be no discrimination between the rich and the poor in the Jamaat Ul Sahih Al Islam. And also no family feeling! So, instead, love and equality should be inculcated amongst the poor and the rich and the feelings of hatred and superiority should be discouraged due to the differences in the status, and instead, all men should bear in mind that they are brothers, and all the women are sisters. They must not have jealousy in their hearts, no hatred for their brothers or sisters. In the Jamaat Ul Sahih Al Islam around the world all is like one family. One family! The one who suffers, all the Jamaat must suffer [i.e. feel his or her pain] like our body. I give an example: Like the heart, our heart, if the person is sick, and has heart disease, every [member of the] body [or everybody] suffers a lot. The Jamaat Ul Sahih Al Islam must be like this. You must all cooperate, with no dispute, no jealous, no hatred, no backbiting.
So, why create the Jamaat Ul Sahih Al Islam? Why is there the [central and branch] Majlis-e-Amila for men and women? Because there should be a plan.
Plans should be prepared for the service of Islam [and] to help our poor and needy brothers and sisters in a practical manner. So, when you want to help someone, Allah reveals to you that someone is in difficulty. So, in the mind of others, I don’t know… they have some doubts, they become crazy. They talk a lot of nonsense, but don’t worry, those who have done these kinds of works. Allah and His angels have noted all these things, but I am praying for you. May Allah forgive you, all of you, but forgiveness is not in my hand. I am also a human being. I also must pray to Allah to forgive me. So, do good, be good, be polite towards your brothers and sisters.
Put this in mind that Allah (twt) is the Source of all blessings. All help comes from Him and it is He Who grants us success. Therefore, it is necessary that we fervently pray to Him and also request others to pray that He kindly inspire us with such ideas which fulfil the purpose of our creation. We should further pray to Allah (twt) that He enables us to choose the best available means and use them to the best of our ability for achieving this purpose. We should also pray to Allah (twt) that we are granted a blessed end and that our successive generations are also recipients of His guidance and blessings and they continue this work for ever.
Jamaat Ul Sahih Al Islam shall purely be a religious organization having no political interest whatsoever. It shall be the duty of its members to lead their lives according to the dictates of the Holy Quran and the Sunnah of our beloved prophet Hazrat Muhammad (pbuh). Also the members shall always abide by the laws of their respective countries and most particularly if the law of a country does not contradict with the divine law as established in the Holy Quran. For the believers the Law of Allah is the top priority, more than the laws of man.
What I have presented before you all my disciples around the world – be very careful – all my disciples around the world, and don’t think that what I am saying: “Oh, this is not for me. This is for you!” Each word that I am saying, each of us must analyse ourselves, our nafs (ego). Don’t say: “This is not for me. This is for you!” Everybody will say this [“This is not for me. This is for you!”] but the divine message, this Rahmatul-lil-Aalameen [Blessings for all the Universe] has come to give it to you, all of you and you will be accountable to Allah (twt) one day. Don’t say that: “This is not for me. This is for you!” Don’t say this! Put this in your mind when you are listening to the Khutba (Sermon). You know, before I deliver my Khutba, always this is like this, and that too since the beginning of the Divine Manifestation, I always pray to Allah (twt) to guide me on the [subject of] sermon, what is the sermon which I have to deliver to all the people, to all my Muslim brothers, sisters and my beloved children, to all my disciples, and when I sit in my room to prepare the Khutba, do you know how many things Allah reveals to me? I am a human being. I have no great [worldly] education but Allah gives me this Ilm [knowledge] and I must be very thankful to Allah that He has given me this kind of knowledge [spiritual knowledge] and revealed to me what is happening.
You know, whenever a prophet comes, and says many things, they [i.e. the people] say: “You are a crazy man, a fool! Perhaps someone is teaching you something or give you some information and send you some message, for that reason you talk like this.” Beware! I am in the Bait’ul-Zikr of the Jamaat Ul Sahih Al Islam. I don’t want any creature, any of my disciples to give me any message. I want only Allah (twt) [to do this]. If Allah (twt) gives me the message and reveals to me to do this [to do something], I will not be afraid of any person/ creature/ disciple! I will take the decision that Allah will give to me because my life, my food and drink, my honour, my dignity, all are in the Hands of Allah. It is Allah Who has revealed to me, it is Allah Who has revealed to me and elevated/ raised me in this era as His Khalifatullah.
So, be very careful. Don’t make [such] a sin that Allah will not be satisfied [pleased] with you. Don’t put doubts in your head, in your mind [s]. Don’t say anything. Control your tongue [s] first. Control yourself [yourselves]. Before talking, think one hundred times before saying something. Like Hazrat Abu Bakr Saddiq (ra) said: “Ya Rassoollullah [O Messenger of Allah] (pbuh)! I don’t want to talk too much.” He took a small rock [pebble] and put in his mouth. Because this is the tongue! You can say anything but you don’t know what will happen. And Allah and His angels are noting [down] what you are doing. It is Allah Who knows your actions, your heart, what you are doing – like we say in Creole, many are doing “sujet de conversation” [making this become the talk of the day]. They are sitting around and starting to make backbiting and create hatred, and they take the divine revelations which Allah sent to this humble self, His Chosen One to be analysed in their great “laboratory”. But who are you to analyse a revelation which is coming from Allah (twt)? And sometimes they don’t [really] know what happened; they say that these people or this disciple is sending the message/ talking/ reporting us - to the Khalifatullah. No, I don’t want anyone to tell me anything. I want only my Rab [to inform me].
You know, at the beginning of the Divine Manifestation, when there were a lot of persecutions, a lot of trials, when the [head of] Jamaat Ahmadiyya expelled me from the Nizam-e-Jamaat, Allah revealed to me like He had revealed to Hazrat Ibrahim (as): “You are My Khalillullah [The Friend of Allah]”. If you want to make friend, make friend with Allah (twt).
Those who had witnessed this revelation and had noted [it] at that time, come [forward] and say that I am lying, that this revelation had not come, that Allah had not revealed to me that: “You are the Khalillullah” like Hazrat Ibrahim (as)! So, when you become the friend of Allah, Allah chooses you and Allah reveals to you many things.
What I have presented before you ALL my disciples around the world – I am mentioning any country, any part of a country – these rules shall be called the “Dastur-e-Assasi Silsila Aliya Sahih Al Islam”. That is the Rules & Regulations [or Constitution] of the Exalted Sahih al Islam Order, that is, of the Jamaat Ul Sahih Al Islam whom Allah has exalted above all other Jamaat within Islam as well as other religious communities.
There shall be an office to carry out the day-to-day affairs of the Jamaat Ul Sahih Al Islam. All the office bearers of this office shall be appointed with the approval of the Amir Sahib & Naib Amir Sahib as well as the Sadr Sahiba and the Naib Sadr Sahiba of their respective countries.
Duties of the Office Bearers of the Central Majlis-e-Amila
Now, I want to expound about the Central Majlis-e-Amila, Men’s side (i.e. the National Executive Committee). This Majlis shall consist of the following office bearers:

or Vice-Representative of the Khalifatullah]

(10) Assistant Education (Taalim) Secretary
(11) Preaching [i.e. to
Islam]/ Inviting to Allah (Tabligh/ Dawa)

Whenever possible, one or more monthly meetings may be organised with interesting spiritual, educational and instructional programs.
There is no quorum for general meetings [Amila Meetings]. All efforts should be made to increase the attendance to the ultimate goal of 100%. For the Ladies’s side also, i.e. for the Siraj Makin meetings, it must be the same. If the office bearers and branch presidents of the Siraj Makin don’t take the Amila as important, the Sadr Sahiba and the Naib Sadr Sahiba must send the reports to the International Sadr Sahiba and the International Naib Sadr Sahiba and also to the Khalifatullah. And the General Secretary or Assistant General Secretary must send their reports to the International General Secretary of the Siraj Makin and also to me [This is only for the Siraj Makin].
In the Jamaat Ul Sahih Al Islam, the appointment in all the countries shall be made through election unless the Khalifatullah deems it right through divine guidance to retain the full rights to choose to make a nomination. In the Jamaat Ul Sahih Al Islam, election for the Amir, and also for the other office bearers, all members, i.e. all men and women and the youths of 18 years old and above have the right to elect their Amir as well as the other office bearers, but for the Siraj Makin it is different: Only the women and girls of 15 years old and above have the right to elect their Sadr and other office bearers. The names of all the nominees along with the number of votes obtained shall be submitted to the Khalifatullah for final decision and appointment. The elections must be done in Taqwa with no canvassing and no family feeling. The votes should remain private. The decision-making and appointment can take some time as the Khalifatullah has to pray [make duah] before appointing the Amir, Naib Amir or Sadr Sahiba and Naib Sadr, as well as the other office bearers [i.e. Both for the Amila of the men and the women].
Remember this very carefully: the National Amir and Sadr Sahiba and all office bearers shall be elected for a period of three years and this also applies for branch presidents, i.e., the elections shall be done every three years. The name of the Amir Sahib or Sadr Sahiba who have been elected twice consecutively shall not be proposed for the third term except with the special approval of the Khalifatullah, after making duah. At least five names shall be proposed for the election of Amir Sahib and for the Sadr Sahiba, and only three names [proposals] for the other secretaries or office bearers.
I remind all of you again that
in the Jamaat Ul Sahih Al Islam any type of propaganda or canvassing is
implicitly and explicitly not allowed in the elections.
